West Shore was established in 2012 as an engineering firm serving public and private, water and wastewater Clients in California, Nevada, and beyond. Nathan Thomas PE founded West Shore to be a consultancy committed to giving Clients sound engineering solutions with integrity and value. Located in Sacramento, CA, West Shore serves Clients across the southwestern United States in support of safe and reliable water for communities, residences, factories, and farms. West Shore assists Clients in all phases of capital investment: from feasibility and planning, through the design process, to procurement, construction, and commissioning. West Shore is centrally located in Sacramento. Our service area includes California and Nevada, with the ability to support projects further afield via travel and telecommuting.
Nathan Thomas (Nate) has over eighteen years’ experience planning, permitting, designing, and constructing water and wastewater systems. He is accustomed to coordinating closely with Federal and State officials to facilitate effective, efficient outcomes for stakeholders and Clients. He is familiar with Technical Assistance, State Revolving Fund, USDA Rural Utilities Service, and other project funding mechanisms. Mr. Thomas’ experience includes: wells, pump stations, treatment plants, pipelines, distribution modeling, tanks, and essential facilities. A common thread of applied science, design, and construction is woven throughout his career. He spent over twelve years doing construction before becoming an engineer and has a deep knowledge of building envelopes and erection techniques.
Mr. Thomas appreciates the planning process and conveys information clearly and succinctly in plain language. He excels by bringing a thorough yet broadminded approach to his work. The results are highly functional solutions and smooth capital improvement cycles.
Nathan Thomas PE achieved a degree in Biological Engineering with a minor in Civil Infrastructure at Cornell University. He also has an AS in Agribusiness Management from College of the Redwoods.

NV Professional Engineer – Civil
CA Water Treatment Operator – Grade T2
CA Water Distribution Operator – Grade D2
Mr. Thomas is Legislative Chair for Sacramento Area Water Works Association (SAWWA) and a member of the Aquacultural Engineering Society (AES).
